Why is the agency fee non-refundable?

Because most of the work happens before a match: recruiting, screening, physician record review, and the hours of a nurse and two case managers. PLS's fee is earned in three stages (signing, surrogate acceptance, medical clearance) so you only pay the second and third stages when those milestones occur.
